PHOTO @sadabkitatta79Kampala, Uganda | THE INDEPENDENT | The Education and Sports Ministry has responded to parliament’s handling of a query on the construction of Akii-Bua Olympic stadium, insisting they disbursed all monies to local government.Early this week, the Committee on Commissions, Statutory Authorities and State Enterprise-COSASE detained Lamex Omara Apitta, the Commissioner Physical education under the Education and Sports Ministry for alleged mismanagement of the money advanced for the stadium works.Before he was handed over to police, Omara told COSASE that government had disbursed sh665 million to Lira for the construction.But Lira Chief Administrative Officer, Mark Tivu told URN a day later that they had only received sh300 million that they spent on clearing the 12-acre, site which involved uprooting trees, leveling the ground, opening boundaries and access roads, draining the swamp, construction of a pit latrine and the 200-seater pavilion.However, the Education Ministry Permanent Secretary, Andrew Kibenge, insists they disbursed sh665 million to Lira district. He explains that the ministry channeled sh400 million to Lira district local government in the 2015/2016 financial year, sh175M in the 2016/2017 financial year and sh90M in the 2017/2018 financial year. Kibenge says there could have been an information gap but their records show that Lira district received sh665million.He explains that Lira district asked for sh665 million for opening the boundaries of the land earmarked to host the facility, clear and level the field of 18.455 hectares, construction of access roads and drainage channels.Kabenge insisted work has been progressing well except for the misinformation about the alleged misuse of the funds. “Demarcation of two temporary football fields, a basketball and volleyball field, construction of a 3 stance latrine and a 150-seater temporary pavilion has been made,” Kibenge told URN in an interview.The stadium today. In his October 30th letter to the Permanent Secretary, Tivu confirms having received sh665M. He also attached copies of audited payment vouchers on the letter detailing how the money was spent. “It is important to note that all activities were implemented as planned based on the funding received and there was no audit queries raised as far as the implementation were concerned,” reads the letter. He explains that they need an additional Ssh260M for the construction of changing rooms, guest pavilion and also installing culverts.Lamex Omara, the Commissioner Physical Education in the Education Ministry, says only sh80M was used to construct the pavilion at the stadium, while sh150M went to survey the land, bush clearing, leveling, demarcation and grading the hardcore surface.He explains that another sh120 million was spent on paying compensation for the land, graveling, marrum works, draining the swamp, planting grass and selected trees. Omara says most the preliminary work went towards preparation of the site and not construction.According to the original plan of the stadium, it is expected to cost $47million (about sg175bn). Once completed, the stadium is expected to come second to the Mandela National Stadium.“The money is supposed to come from China, and the Ministry of Finance and planning and the Office of the Prime minister are looking at this. first_img23 Sep 2016 Hampshire and Yorkshire score opening wins at County Finals Hampshire and Yorkshire took the honours on a birdie-strewn first day of the English Men’s County Championship at Sandwell Park Golf Club in Staffordshire.Hampshire – who received good luck wishes from former team-member Justin Rose – beat Cornwall 5-4, while Yorkshire defeated Warwickshire 7-2The action on the first day of the round robin tournament unfolded on a bright autumn day, with many of the holes being decided by birdies. Both winning teams took the upper hand in the morning foursomes with Hampshire winning two of their three games and Yorkshire completing a clean sweep with a combined team score of 15-under par.In the singles Hampshire, playing in the top match, claimed their first point with the 3/1 win of Billy McKenzie. He was quickly followed by Jordan Sundborg who took charge of his game when he won the 9th, 11th, 12th and 14th. He had been a couple down over the opening holes but, helped by some birdies, came out of that stretch three up and also closed out his match 3/1. “I played really well from the 7th and got a bit of momentum going,” he said.Team captain Martin Young gave Hampshire the win with his 4/3 victory and was two-under when he finished. His round got off to a good start when he holed a long par putt to halve the first and, as he moved into gear, he won five holes in a row to reach the turn five up.He’s suffering from a heavy cold and said: “Because I’m feeling a bit rough I played within myself, drove the ball well and hit it straight.” He went on: “I’m so pleased we have won and really pleased that the points have been shared out among the players.”Hampshire, which includes the Isle of Wight and the Channel Islands, is fielding a young team which includes four rookies at County Finals. Young, by contrast, is playing in his seventh final and still waiting for a win! The last time Hampshire won this championship was in 1996 when Olympic champion Justin Rose was in the team.He sent a video good-luck message to the side saying: “Go out and give it 100%, I am sure you will wear the badge well.”In the day’s other match, Yorkshire laid the foundations of their win with their 3-0 foursomes success, before Steve Robins and Ben Hutchinson (pictured top)  forged ahead in the singles to clinch the victory.Robins, who insisted he wasn’t playing his best, managed to score in style. He won five holes in a row from the eighth – helped with three birdies – before closing out his game on the 15thHutchinson grabbed the initiative straight away in his game and was four up after four and five up at the turn. He was three-under going out and, although he didn’t putt as well on the back nine, he won 3/2 to ensure Yorkshire’s point. “It was the winning point and that’s what counts,” he said.His team-mates weren’t finished, although Warwickshire made them work for their points. Warwickshire’s Patrick Ruff, who was two down at the turn, took English amateur champion Dan Brown to the 18th and their game was halved. Warwickshire’s Matt Cryer had 16 pars and two birdies in his game, got ahead of Will Whiteoak on the 15th and their game also went to a halved result.Liam Phipps took a point for Warwickshire with his 3/1 result, but Kealan Lowe, the Yorkshire order of merit winner, completed the team’s 7-2 scoreline when he won the last game 2/1.Yorkshire captain Darryl Berry said: “It’s been a very good day’s work. I’m happy with the way they played and it’s a deserved win. They have stuck to what they had to do and their attitude has been brilliant. Then a point-shaving scandal that spanned 86 games dating to 1947 was discovered. Thirty-two players from seven schools were arrested. CCNY turned from powerhouse to trivia answer. Players from Kentucky were also involved, but the Wildcats program survived to remain a powerhouse.•THE BC THREE, BOSTON COLLEGE, 1978-79. BC basketball players Rick Kuhn, Joe Streater and Jim Sweeney were persuaded to fix nine Eagles games during the season. Kuhn and two money men were handed 10 years each in prison.•SMU GETS THE DEATH PENALTY, 1986. Southern Methodist boosters funneled thousands of dollars to football players through a slush fund that was administered by school officials, including former Texas governor Bill Clements. The NCAA gave the program the “death penalty”—forcing it to the sidelines for the entire 1987 season—and the Mustangs have never regained their national stature.•HOT ROD, TULANE, 1980s. Star forward John “Hot Rod” Williams was accused of accepting more than $8,000 to shave points in several games. He was later acquitted, but the school dropped the team until 1989.•THE FAB FIVE and ED MARTIN, MICHIGAN, EARLY 1990s. Several players, including star forward Chris Webber, were paid by a booster and factory worker, Martin, from his gambling operations. All records, including two Final Fours, featuring the so-called Fab Five recruiting class, were vacated, Michigan was put on two years of NCAA probation and head coach Steve Fisher lost his job.•ACADEMIC FRAUD, MINNESOTA, 1990s. Clem Haskins’ tenure with the Golden Gophers was brought down by a widespread academic fraud. Former manager Jan Gangelhoff claimed she had written papers for at least 20 players. Minnesota’s records were vacated and the program was docked five scholarships. Haskins, the AD and several other officials lost their jobs.•GEORGIA ACADEMIC SCANDAL, 2002. Georgia head coach Jim Harrick and his son, Jim Jr., provided high grades to players in classes they never or seldom attended and paid players’ expenses. The elder Harrick, who led the Bulldogs to NCAA tournament appearances in 2001 and 2002, resigned and his son was fired.•MURDER IN TEXAS, BAYLOR, 2003. Bears basketball transfer Patrick Dennehy was slain by teammate Carlton Dotson. Coach Dave Bliss instructed his players to lie to the NCAA by telling investigators that Dennehy was dealing drugs. Dotson pleaded guilty to murder, Bliss was fired and Baylor self-imposed penalties of a one-year postseason ban and a loss of scholarships.•NO MORE HEISMAN, USC, 2005. Reggie Bush, winner of the 2005 Heisman, was stripped of the award after it was revealed that his parents were paid hundreds of thousands of dollars by an agent. Southern California coach Pete Carroll left for the NFL, but the Trojans were stripped of 30 scholarships and given a two-year postseason ban.•TATTOO U, OHIO STATE, 2010. Buckeyes football coach Jim Tressel admitted that he knew several of his star players were trading memorabilia for cash and tattoos in violation of NCAA rules, but sat on that information for 10 months until after the players participated in a 12-1 season that resulted in a Sugar Bowl win over Arkansas. Tressel was forced to resign, Ohio State vacated the 2010 season and was hit with NCAA probation and a loss of scholarships.•THE BOOSTER, MIAMI, 2011. A total of 73 Hurricanes football players have been implicated in the latest scandal to hit the Miami program. A booster, Nevin Shapiro, subsequently jailed for running a pyramid scheme, allegedly dispensed money, prostitutes, cars and vacations to the players. Shapiro said coaches and university officials knew of his gifts. The case is pending before the NCAA.•BOBBY PETRINO, ARKANSAS, 2012. Petrino, the Arkansas coach, initially said he was riding alone when he was injured in a motorcycle accident. It was subsequently learned that Jessica Dorrell, a former Razorbacks volleyball player, was with Petrino and had had an extramarital affair with him. Petrino had paid Dorrell $20,000 and set her up with a job in the athletic department. Petrino was fired. But Letterkenny District Court heard that the arrival of Lafferty and his father in a quiet area outside Kilmacrennan sparked a feud with their neighbours – the Kellys.A number of incidents had already taken place when Maureen Friel, from Glenwood Park in Letterkenny went to visit her father (the Kellys), on March 31 last year.Defence solicitor Kieran Dillon said Mrs Friel was in a car travelling up a long lane at Ballykeeran when Gerard Lafferty – Matthew Lafferty’s father – kept stopping his car and reversing it into the car in which Mrs Friel was passenger.Things came to a head, said Mr Dillon, and Mrs Friel had picked up a rock and thrown it at the windscreen of the car being driven by 45-year-old Gerard Lafferty.“In the course of this journey, that the vehicle in front, reversed into the front of their vehicle,” said Mr Dillon.“Mrs Frield was very frightened and she went forward and in the context of stopping what was making place, she did pick up a stone and break the window to try to stop the driver’s actions.“The other family has moved away.
